I buy Top Tools for 100 rubles, 2-3-4 disks are enough for a two-room apartment in a Soviet-built panel house. There are also slightly more expensive ones - Polish VERTO (120-140 rubles) - they can also work well. You can also buy Polish GRAPHITE for 250 rubles. If the resource of these pre-purchased disks is not enough, then it will not be difficult and unnecessary costs for the customer to purchase 1-2 more. I think this is the most acceptable option, because... I consider it simply inappropriate to buy a disk for $100, which I will only use 1/3 or half of and leave it to a customer who simply does not need it or buy it back at the residual value.
