According to the norms of Russian legislation, electrical safety group IV is a group that determines the professional qualifications of a specialist in the field of electrical installations - a manager, foreman, leading or senior engineer. It provides for the occupation of leadership positions in order to manage, optimize and control activities based on electrical equipment (Order of the Ministry of Labor No. 328n dated July 24, 2013). Training takes place at specialized training centers on a regular basis.

What is electrical safety group 4?
Qualification group 4 up to 1000 V - assigned only to those specialists who belong to the category of electrical technical personnel, have qualifications of at least Group III, and also have the right to service power installations with voltages not exceeding 1000 V.
Important point! Group 4 on electrical safety gives the right to appoint a responsible person in the electrical sector of the organization. In addition, specialists with such qualifications have the right to train junior employees and participate in the certification commission.
Training for group 4 in electrical safety involves expanding technical knowledge about electrical installations and their equipment, defining clear criteria for the danger of electric current, observing safety rules near live parts, knowledge of all precautions when working with electrical installations, and strengthening practical skills in providing first aid to victims.
The educational program covers topics such as:
- Electric current and its effect on the body;
- Rules for the operation of power plants and types of protection for them;
- Energy saving and energy metering options;
- Carrying out special work with a high level of danger (work at height and under voltage, testing new electrical installations, etc.).
Access groups
1 – can be assigned to persons who are not allowed to service or perform work on electrical installations. No electrical engineering background is required for this category. To obtain it, you must undergo safety training. Trainees must be aware of the dangers of electric shock and be able to provide first aid. After the briefing, a knowledge test must be carried out using an oral questioning.
2 – assigned to employees of the enterprise, both electrical and non-electrical personnel, who can work with electrical installations. However, they do not have the right to turn equipment on or off the network. Minimum experience working with electrical installations should be 1-2 months. This category of employees includes welders, elevator operators, etc.
The employee may be under 18 years of age. The admission group is assigned based on the results of passing electrical safety exams, which are conducted by the certification commission of the enterprise or Rostechnadzor.
Starting from group 3, only an employee belonging to the group of electrical technical personnel can have access. However, the age of employees cannot be less than 18 years.
3 – allows you to independently work with electrical installations under voltage up to 1 kV, as well as be part of teams for servicing electrical installations over 1 kV (indicated in the certificate). Certification for electrical safety is carried out at the Rostechnadzor department or by an internal commission, which is formed at the enterprise itself.
Requirements for employees when assigning electrical safety group 4
There are a number of mandatory requirements that are put forward in relation to electrical personnel applying for the assignment of qualification group 4 in electrical safety, including:
- The applicant's age is at least 18 years old.
- Availability of higher electrical engineering education;
- The total work experience is at least 3 months, provided that the specialist worked for at least 2 months with electrical safety group III.
Important point! If a specialist has a secondary electrical engineering education, then work experience in the specialty based on electrical safety group III must be at least 6 months.
New rules
The rules for assigning an electrical safety permit are outlined in Order No. 328 of the Ministry of Labor of the Russian Federation and Order No. 6 of the Ministry of Energy of the Russian Federation.
These rules for each category differ depending on the legislator’s requirements for compliance with safety standards and regulations, as well as the specifics of the activity and complexity of electrical installations.
Assignment to the lowest category most often occurs within the production complex with the entry of data into the accounting journal and the issuance of a certificate of the established form.
In case of a change in the nature of the work and the complexity of the actions performed, the employee is sent to undergo special training in electrical safety within 72 hours, after which a corresponding entry is made in the certificate about the assignment of category 2, and the same mark is placed in the logbook.
3rd group of admission presupposes the presence of a minimum special education and, after completing the appropriate training, passing the final certification.
Only after this is an electrical safety group issued. In this case, the minimum experience in the previous group must be at least 1 month with a higher electrical engineering education.
The next group is also issued only if you have a minimum work experience of 3 months and have completed training in the structures of ROSTEKHNADZOR in accordance with legal requirements.
When studying this status, specialists are introduced to an in-depth course of knowledge on safety rules, organization of work at sites, equipment design and rules for preventing abnormal and emergency situations.
At the same time, increased demands are placed on the employee, since the presence of such a group presupposes the right to conduct training activities with non-electrical personnel on the basics of safety regulations.
Therefore, during training, such persons undergo a complete study of the accountable equipment of their site, the rules for providing medical care in case of electric shock, prevention, repair and other restoration work on certain types of equipment, as well as the methodology for group organization of work.
Who assigns the staff?
The assignment of a group, depending on its status, is carried out by authorized employees of government services or the enterprise itself.
Employees of ROSTEKHNADZOR in the case of training for electrical safety groups 2-5 when training in special training centers and undergoing certification according to state standards.
When assigning group 1, such activities are carried out by labor protection engineers in organizations by carrying out various briefings on electrical safety among personnel, since obtaining the lowest safety value does not require certification or training in another institution.
Such a specialist can be either the head of the department or the manager himself; the main condition is the availability of appropriate education and knowledge acquired during training.
Receipt procedure
The procedure for obtaining an admission group is divided into several stages:
- Showing the basis for obtaining a new security group.
- Issuance of an appropriate order to conduct training or send a specialist to undergo electrical safety training.
- Final certification of acquired knowledge, obtaining a certificate from an educational organization.
- Issuing an order for the institution to assign a group, with mandatory documentation in a special accounting journal.
Deadlines
Work experience plays a direct role in obtaining a new safety category.
The higher the group for which the employee applies, the higher the length of service he must accumulate.
There are no requirements in this part for categories 1 and 2; it is only necessary to undergo training in the specialty as part of electrical safety training and certification.
For employees with a higher electrical engineering education, such periods are reduced - for group 3 - up to 1 month, for group 4 - up to 2 months, for group 5 - at least 3 months.
Who needs training in group 4 electrical safety?
The number of applicants for qualification in group 4 of electrical safety includes such specialists as:
- Managers of production areas related to the operation of power plants;
- Persons responsible for electrical equipment and their deputies;
- Supervisors and specialists who have the right to issue orders and orders for work on electrical installations with voltages up to 1000 V;
- Employees of organizations responsible for the safe conduct of work on electrical installations.
What does an employer face if employees are not trained in electrical safety?
An employer who allows uncertified personnel to work in electrical installations faces a fine:
- from 2000 to 4000 rubles – for an official;
- from 2000 to 4000 rubles or administrative suspension of activities for up to 90 days – for an individual entrepreneur;
- from 20,000 to 40,000 rubles or administrative suspension of activities for up to 90 days - for an organization ().
If an accident occurs with an untrained employee, the employer may face criminal liability under the Criminal Code in the form of a fine of up to 400,000 rubles or even imprisonment for up to one year.
What is the frequency of training?
Training in electrical safety group 4 does not take place once - its frequency is determined by the category of trained personnel:
- Key electrical personnel – at least once a year;
- Administrative and technical personnel supervising the activities of the first category - at least once every 3 years.
Important point! If a specialist of any category of personnel does not undergo training for more than 3 years, then he loses his qualifications.
Established sample ID for group 4
The format of the certificate must correspond to the model approved by Order of the Ministry of Labor No. 328n. Any deviation from the design requirements is considered a violation. For this category, incomplete completion of document pages is acceptable within the framework of current legislation.
Separate seals and signatures are affixed directly by the management of the enterprise after receipt of the certificate by a company employee. Certification of group 4 belongs to the supervised category, therefore it must be endorsed by an RTN employee, except in cases with the enterprise’s own commission.

How is the training going?
Currently, Russian regulations allow three options for training in group 4 electrical safety:
- On the spot . A training commission is formed at the enterprise, including at least 3 engineering and technical workers with electrical safety group V (often invited as part of outsourcing); a training program is being created. After this, the head of the company signs an order with a list of employees sent for training. It is registered with local authorities.
- Based on the training center . Classes in the form of lectures lasting 72 hours are conducted by qualified teachers with electrical safety group V.
- Remotely . It is not a stand-alone method. Within group 4, it serves as a base for distributing handouts and assignments.
Personnel training for group 4 in electrical safety up to 1000 V provides for the training of management specialists to work on electrical installations, as well as in places with a high level of risk. It gives the right to occupy management positions, training and certification of junior personnel.

Recommendations for preparing for the exam
Testing knowledge on electrical safety can be carried out in the form of oral answers to questions or through testing. The subject must be informed in advance about the type of examination.
It is advisable to familiarize yourself with examination tickets for electrical safety for group 4 directly on the Rostechnadzor website. If the person being certified wants to receive a certificate marked “up to 1000 v”, you need to know the answers to 1794 questions, and “up to 1000 v and above” - to 2109.
