Confirmation of compliance. 05/25/2020 | | 3 minutes
Pouring a foundation is such a responsible matter that no one will take risks: poor quality of the material can lead to disastrous consequences. The collapse of a concrete structure made of low-quality composition will lead to the collapse of the work contractor. Therefore, the sale of even the best concrete without documents confirming its quality is impossible. Even advertising won't save you. Experts will tell you how to ensure a reliable position in the market and without which you cannot win a tender.

Is concrete certification required?
The consumer wants to be sure that he is purchasing a high-quality and safe product that has passed all tests and meets the declared parameters - as evidenced by the mandatory GOST R certification.
But with concrete the situation is somewhat different. In Decree of the Government of the Russian Federation No. 982, which contains groups of goods requiring certification or declaration according to GOST R, concrete is not specified. There are no technical regulations in the Eurasian Union obliging concrete to be certified. It turns out that its certification is not mandatory and it is permissible to sell this building material in Russia and on the territory of the EAEU without permits. Why then do large manufacturers certify their products? There are reasons for this.

Documents for concrete M550
Mandatory documents provided to the consumer:
- concrete passport;
- waybill.
Depending on the agreement between the manufacturer and the buyer, the following may be additionally provided:
- ABS waybills;
- B40 concrete test reports;
- documents on the quality of components;
- Delivery contract;

The manufacturer is not required to provide a certificate for concrete mix M550! In Russia, concrete is not included in the list of materials for which certification is required.
When do you want your products to be chosen?
Many people like the idea of distinguishing themselves from competitors through additional confirmation of the quality of the product. But, having assessed all the intricacies of the certification process, some manufacturers decide that they will sell their products without “extra paperwork”.
Those who plan to participate in tenders and want to reach large customers, of course, do not neglect the opportunity to increase their chances of winning and receive the following documents for their products:
- voluntary certificate in the GOST R system;
- ISO quality management system certification;
- expert opinion of Rospotrebnadzor on the compliance of the composition with sanitary and hygienic standards;
- information (refusal) letter.
In some cases, the quality and safety of a building material is confirmed by evidence of the quality of its components. Concrete consists of cement, sand, crushed stone and a number of additives. Depending on the scope of application of concrete, declarations and conclusions on the compliance of the composition with sanitary and hygienic standards are drawn up for the components. Cement for highway construction must comply with the requirements of TR CU 014/2011.
Voluntary certificate
On a voluntary basis, a certificate for concrete can be obtained both in the GOST R system and in other officially registered certification systems of the Russian Federation. Almost all documents for concrete products include indicators for non-standard requirements that are typical for certain types of construction.
In order for the special properties of concrete to be documented in the certificate, they must be indicated in the application for confirmation of conformity, which is drawn up by the applicant when applying to the certification body .
A mandatory attribute of an application for certification of concrete (and other materials) is an indication of the regulatory document for compliance with which the procedure will be carried out. Such documents may include existing state standards for the material, industry standards or officially registered enterprise standards - Technical Specifications.
Voluntary certification of concrete: types of supporting documents
Voluntary certification involves confirmation of compliance with current GOST standards or registered manufacturer specifications. It is important to select the current standard for the certified mixture:
- 24211-2008 for additives for concrete mixtures and other mortars;
- 26633-2015 for heavy and fine-grained compounds;
- 7473-2010 for concrete mixtures.

Standards require different indicators of the quality and reliability of the mixture.
GOST as an option
The certificate in the GOST system is valid for 3 years. During this time, the organization can use the document to:
- promoting concrete with increased strength and wear resistance on the market;
- participation in tenders for the supply of products to budgetary organizations;
- carrying out advertising campaigns.
Quality Management Certificate
The introduction of a quality management system, as one of the trends in the modern market, distinguishes the manufacturer from competitors in its segment. Assessing the conformity of the QMS involves the use of ISO standards or their analogues from the GOST R system.
Expert opinion
The expert opinion confirms the mixture’s compliance with sanitary and hygienic standards and its safety for humans and the environment. Sanitary control is a mandatory procedure for concrete with special additives.
Rejection letter
The information (refusal) letter is a confirmation that the products are not subject to the regulations of the EAEU and are not included in the list of products of the RF PP No. 982. The document is required when registering at customs and is an advantage when passing inspection checks.

To obtain a waiver letter, laboratory examinations and measurements are not required. It is necessary to prepare documents describing the product, indicate its name and HS codes and OKPD2.
Validity period of the declaration
The validity period of the declaration is not limited in any way - in this case, the manufacturer himself must indicate the validity period, bearing responsibility for this. The best option is to issue it for 3 years for an enterprise with a stable base of suppliers of raw materials, an existing certified QMS, and regularly updated high-quality equipment. If all this is not available, it is better to file a declaration for 1 year.
There is no inspection control when declaring, but the manufacturer is obliged to check/confirm water resistance, frost resistance and other parameters of compliance with the specified GOST.
Declaration of concrete mixtures is an important and mandatory procedure that must be carried out in accordance with the established procedure and rules. Only in this case can we guarantee the absence of any problems with inspections and fines.

Certification of concrete in a voluntary system
Voluntary confirmation can be obtained for any range of industrial goods and building materials, if such a decision is made by the entrepreneur himself. The test will be carried out through specialized accredited laboratories. To obtain a certificate, you must confirm compliance with current GOST standards. It is also possible to submit your own technical specifications if production was carried out according to them. Your own specifications must be pre-registered. Our specialists are always ready to help with solving any problems related to certification. The procedure for voluntary certification of concrete compositions is carried out at the request of domestic organizations or entrepreneurs. The application must indicate information about the manufacturer, description and characteristics of the building material, HS codes and OKPD2. The customer must also indicate by which standards or specifications he wants to conduct a conformity assessment.
For almost any type and type of concrete composition, you can select a current standard, for example:
- 26633-2015 for heavy and fine-grained compounds;
- 7473-2010 for concrete mixtures;
- 24211-2008 for additives for concrete mixtures and other mortars.
Each standard provides different indicators of the quality and reliability of mortars. They will be checked by specialists from an accredited body, comparing data from the customer’s documentation with real indicators, through laboratory tests. We will describe the procedure below. A voluntary form in the GOST system is issued for 3 years, and you can use it at your own discretion:
- during advertising and marketing campaigns;
- when entering the market with new products, especially if they have unique characteristics, increased strength and wear resistance;
- when participating in tenders and government procurement for the supply of mortars to budgetary structures;
- for other purposes.
Getting a production certificate will provide even more benefits. In fact, the introduction into production and confirmation of quality management system (QMS) documents has already become a common procedure for domestic entrepreneurs. To implement and use QMS conformity assessment, various ISO standards or their Russian analogues GOST are used. You can also obtain an expert opinion on a voluntary basis. It will confirm that the composition complies with sanitary and hygienic standards and is safe for human health and the environment. In some cases, if special additives are used in the production of concrete, passing sanitary control will be a prerequisite. To obtain an expert opinion, it is necessary to conduct laboratory tests of the product. Procedure for obtaining a certificate of conformity for concrete
To conduct a voluntary conformity assessment, it is necessary to transfer the manufacturer’s documentation, materials and evidence of previously conducted inspections. The applicant must also submit their bank account details, registration and incorporation forms.
The registration procedure includes the following activities:
- analysis of the application and transmitted data, selection of a certification scheme;
- conducting laboratory tests and research on product samples;
- comparison of actual concrete characteristics with standard values according to GOST and TU;
- drawing up a test report, issuing a certificate of conformity.
The list of indicators by which the mortar will be checked depends on its composition, characteristics and intended purpose.
The list of standard indicators of quality and reliability of cement-containing products includes:
- strength and elasticity under different operating conditions of the hardened coating;
- shrinkage and creep deformation criteria;
- endurance of the hardened composition;
- crack resistance under static loads;
- wear resistance and durability, depending on the location of use of the concrete coating;
Special indicators of reliability and strength will be applied if the solution is used to fill the building structures of buildings and structures. For example, it is possible to confirm the frost resistance indicators of a hardened composition. The actual characteristics of the building material will be indicated in the test report. By presenting this document along with the certificate, you will not have any problems confirming the quality, reliability and safety of the solution. Our specialists will tell you more about the rules of voluntary certification during a consultation or when submitting an application.
Rejection letter
In the field of certification, you can order a special form - an information (exemption) letter. The essence of the content of this form is to confirm that the product does not fall under any EAEU regulations, and is also not included in the list of products of RF PP No. 982. Accordingly, if you are required to have a certificate or declaration, you can show a refusal letter and remove all questions about the legality of supplies or sales of goods.
You can receive an information (refusal) letter as follows:
- the form is issued through accredited centers, which guarantees the legality of the inspection;
- To issue a letter, it is enough to submit documents describing the characteristics of the product, its exact name, HS codes and OKPD2;
- There is no need to order laboratory tests and measurements.
In most cases, you can receive an information (refusal) letter in one day. The form can be used not only for customs clearance, but also for inspection checks at wholesale and retail outlets.
