The principle of operation of anti-magnetic tape on a water meter

What are antimagnetic water meters

Well, first of all, let’s immediately note that the installation of anti-magnetic water meters is no different from conventional ones and the cost is the same. Previously, when there were ordinary meters and antimagnetic ones did not exist, the devices themselves were covered with special tape after installation. This tape was anti-magnetic so that it was impossible to stop the water meters with a regular magnet. Antimagnetic meters are now being produced, which are not affected by a magnet, at least not by a normal one. Such devices are only affected by special magnets, which we will not talk about in this article, since this is illegal.

Is it legal or not to install anti-magnetic seals?

Combating unmetered water consumption by legal means is not just a right, but an obligation of regulatory organizations, including the installation of anti-magnetic seals, which makes it possible to prevent interference by craftsmen in the operation of metering devices. How much such a filling costs depends on the region. On average, the price is from 20 rubles. + 350 rub. installation.

VIDEO: How an anti-magnetic seal works

Many people, wanting to save on bills, buy various devices for the electric meter, which either slow down its operation or completely stop it with a magnet. Utility services are struggling with this in every possible way. Recently an anti-magnetic seal appeared on the electric meter. What is it, how does an antimagnetic seal on an electric meter work, what are the main types? More on this and more below.

Is it possible to purchase a non-antimagnetic meter?

Despite the large variety of meters, you are unlikely to be able to purchase non-antimagnetic meters, and if you buy one, the management company must check the installation diagram and, if they find a meter without magnetic protection, in this case they will have to cover it with a special anti-magnetic tape. It is quite possible that there are options for purchasing such devices from China, but in this case it is unlikely that they will be included in the State Register and you will be able to register them. All devices that are installed in Moscow must be included in the State Register and have the necessary certificates; only in this case can they be installed and registered.

How anti-magnetic seals work and what to do if the sticker is accidentally damaged

Prices for utilities are constantly rising, and increasing coefficients have been introduced for apartments without meters. This encourages residents to install individual metering devices. IPU for water and heating really helps you save. But even those who have installed water meters still want to save on bills. Therefore, some owners hung magnets on the meters, and this affected the reliability of the readings.

Manufacturers, and even utility workers themselves, are aware of these frauds. Therefore, new individual water meters are produced with a mechanism that protects against the effects of a magnetic field. They also install anti-magnetic seals on water meters.

Antimagnetic seal for the electric meter 2021

We haven't come up with any number of ways to steal electricity, but until recently the most effective method was a magnet. A powerful magnetic field slowed down the impeller, due to which more than 90% of the electricity remained unaccounted for. However, utility companies do not remain in debt, developing methods and techniques to counter unmetered consumption. The best solution so far remains an antimagnetic seal on the electric meter.

We will understand how the indicator seal works, the principle of operation, whether it can be bypassed and the metering device can be stopped unnoticed, and what liability is provided for violation.

The anti-magnetic seal on the electric meter is a paper tape, on the back side of which a sealing tape is applied (it clings tightly to the surface), on the front side there is a capsule or an indicator strip with a magnetic suspension. This is a suspension of ferromagnetic particles in a liquid, which remains stable in the normal state, and sharply changes its movement and shape when a magnetic field appears.

It is this antimagnetic element that signals interference in the operation of the device. When you bring a magnet closer to the electric meter at a distance of less than 5 cm, the color of the strip or capsule immediately changes, and remains that way even without a magnet. During the next check or verification of the metering device, a violation will be detected, the user will be fined and the electricity bill will be recalculated using an increasing factor.

Antimagnetic seals are produced under individual serial numbers; each has a tear-off coupon, which, when installed, is pasted into the inspection log.

When sealing an electricity meter, the user must be informed about the operation of the seal and the consequences of breaking it.

The most popular types of anti-vandal and anti-magnetic seals for electric meters are:

  • magnetic field indicator "Energo Expert";
  • "Ministry of Foreign Affairs";
  • "MIV";
  • IMP-2 and IMP-2 (MIG);
  • "MagneT"

To date, there are no truly effective ways to deceive an antimagnetic seal. And although this does not stop folk craftsmen, and the search for a golden solution is carried out everywhere, utility services jealously monitor publications and close loopholes before they appear on the network.

Some users stick on duplicate fillings or dummies that they order on the Internet, but such a solution is a priori meaningless. Firstly, if you glue the duplicate with a second layer, it will be noticeable to the naked eye. Secondly, even if you try to remove the original filling, most of it will remain, that is, the duplicate will still not lie flat.

Now for some simple math:

  • production of a duplicate or dummy of an antimagnetic seal – from 3,000 rubles;
  • fine for unaccounted electricity consumption – from 10,000 to 15,000 rubles. (Article 7.19 of the Code of Administrative Offenses of the Russian Federation);
  • recalculation of utility bills - for 3 months, if you have a single-phase meter, the average amount will be 90,000 rubles, three-phase - 270,000 rubles. (Clause 81(11) OP FREE).

In total, we come to the conclusion that you should not try to remove or replace the anti-magnetic strip; in any case, it triggers interference, and this is a serious expense.

Regardless of where the meter is installed, the owner of the house or apartment bears responsibility for its safety and correct operation. It is extremely difficult to damage an antimagnetic seal by accident, mainly due to the guilty actions of individuals.

Photo of the whole indicator and after exposure to a magnetic field

To avoid damage to the antimagnetic element, the meter must be installed in a lockable protective cabinet.

It will no longer be possible to restore the seal once it has broken. As soon as you discover that the capsule has changed shape or color, immediately write a statement to the energy supply organization. The sooner a violation is detected, the lower the fine will be in the future.

It is impossible to avoid responsibility. In court, you can try to prove that the damage was unintentional or a consequence of a manufacturing defect. In both cases, an examination will be required.

But this amount, even the maximum, is insignificant compared to the amount recalculated for utilities.

Responsibility for citizen-consumers for unmetered electricity consumption is provided for in clause 62 of the “Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings”, applied by analogy with the law.

There are several methods for calculating the volume of unmetered electricity consumption, provided for in Appendix No. 3 to the OP FREE, which are based on the fact that the maximum power of the consumer’s power receiving devices or the maximum permissible current load of the input cable is multiplied by the number of hours of unmetered consumption within 3 months.

1.7 (root of three for a three-phase network) x 32 (machine rating) x 0.4 (mains voltage) = 21.7 kW/h (maximum power consumption per hour)

At the same time, the legislator limits the period for calculating unmetered electricity consumption to three months from the moment the violation was established.

You can buy a sticker in an online store (price from 22 rubles), but it makes no sense to install it yourself, since the serial number of the indicator, installation date, number of the electricity meter are recorded in the Anti-magnetic Seals Logbook and further verification is carried out in accordance with source data.

On average, installation will cost 300 rubles. taking into account the price of the sticker itself and installation work.

VIDEO: Weak points of anti-magnetic fillings

Not long ago, strong magnets began to be widely used to illegally change meter readings.

To identify cases of unauthorized underestimation of the volume of electricity consumed, a special anti-magnetic seal was developed for the electric meter. Its design and principle of operation are quite simple, which makes it easy to install this type of protection.

Before using additional means to protect metering devices, it is necessary to determine the legality of this method and the procedure for sealing.

According to the Decree of the Government of the Russian Federation dated May 6, 2011 No. 354 (the last change and addition was dated September 15, 2018), the Rules for the provision of utility services came into force. Clause 32.g.1 states that utility services have the right to protect electricity metering devices with antimagnetic seals.

Clause 81.10 of the same Rules states that:

  • when sealing, it is necessary to notify the consumer of the consequences that he will suffer if the integrity of the protection is violated or if an indicator is triggered indicating an attempt of unauthorized access to the metering device (in this case - exposure to a magnetic field);
  • when checking the condition of the meter, if it has been sealed, then it is imperative to make sure that the protection has not been damaged;
  • if the integrity of the seal is violated or it is “triggered”, an act of unauthorized intervention is drawn up;
  • installation takes place at the expense of the resource supplying organization, so the consumer does not have to pay for either the filling or the work.

This is interesting: MFC - how to transfer meter readings 2021

If violations of antimagnetic protection are detected, the same sanctions will follow as if a failure of an ordinary seal is detected.

If citizens do not allow inspectors into the territory where the meter is installed for a long time, the resource supplying organization will have the right to determine consumption based on average indicators.

To install antimagnetic protection, you must perform the following sequence of actions:

  • Using isopropyl alcohol, degrease the surface for better adhesion of the device. This should always be done, since the counter may be specially treated with polish or silicone, which will reduce the strength of the connection and may allow the protection to be removed carefully and without damage.
  • While the alcohol is evaporating on the surface of the meter body (2-3 minutes), inspect the sticker for integrity and write down its number in the log book. Make sure that the indicator in the form of a bulb or control pattern is not damaged.
  • Pull the tab to remove the protective backing. Place the sticker and gently smooth the surface of the filling with your fingers.

When manipulating the filling, do not touch the adhesive layer with your fingers or any objects. When it comes off, the sticker is immediately damaged - this is one of its protective properties.

After installing antimagnetic protection, it is necessary to familiarize the consumer with its properties and precautions. They are indicated in the Act, which is signed by a representative of the resource supply organization and the owner of the premises.

It is important to know that such a seal can only work from a sufficiently strong magnetic field, which can also be caused by working in the immediate vicinity of powerful electrical appliances such as an inverter welding machine.

Damage to the material from water, household chemicals, or slight heating is impossible. Also, the antimagnetic component will not be affected by ordinary household appliances, radio equipment, Wi-Fi router or mobile phone. Background radiation and solar storms will have no effect.

There is a recognized, but not mandatory, color differentiation of seals based on the type of meter being protected. The color red is used for electricity, blue for water, and brown for gas metering.

A seal with an indicator of magnetic influence on an electric meter may look like this:

  • Adhesive plate (sticker) with an indicator integrated into it. This is the most common type of antimagnetic protection.
  • Standard rotor type seal. An indicator is installed inside the locking latch, made of transparent plastic. It is impossible to remove the wire or retainer without breaking the seal.
  • Latch seal. Just like the rotary version, it simultaneously functions as a number seal with a wire and an antimagnetic sticker. The dovetail fastening does not allow you to open the clamp and change the length of the wire.

The seal in the form of a sticker can be installed on both plastic and glass of the meter. The only condition is that the surface must be flat. Naturally, the sticker should not interfere with the reading procedure.

When exposed to a magnetic field, the indicator must react in such a way that it is not possible to return it to its original state. In addition, these changes must be visible to the naked eye.

Most often, a special capsule with a suspension in it is used as an indicator. When exposed to a magnet, it loses its original shape and spreads throughout the entire volume.

The filling may contain a plate with stripes that change color when exposed to a magnetic field.

Sometimes a plate with a clear pattern made of metallized powder is used as an indicator. When exposed to a magnet, particles move chaotically, causing the image to disappear.

At home, there is no way to return the indicator to its original state before it was exposed to a magnetic field.

Rotary or latch-type devices cannot be opened without breaking the mechanism. This rule applies to both actions to remove the magnetic indicator and attempts to increase the length of the wire in order to open the meter.

For stickers, their own mechanism for protecting against removal and reapplication was invented. The adhesive surface located below is non-uniform, so when peeling off it is impossible to maintain the integrity of the structure. And since each device is equipped with a unique number, re-installation of another instance will be easily detected during verification.

There are many methods on the Internet from domestic “inventors” who offer the following ways to preserve the integrity of the sticker when it is torn off from the meter:

  • heat with a hairdryer to reduce the heterogeneity of the substrate;
  • freeze the suspension inside the flask with dry ice;
  • attach a ring of shielding material to the indicator;
  • try to install two magnets so that the field in the indicator area is weak.

However, all these methods were relevant for early samples of sticker seals. After such methods became known, manufacturers made some changes to the manufacturing technology and now the manipulations described above will not lead to the desired result.

But there is still one effective way to bypass an anti-magnetic seal - its complete duplication. Organizations are obliged to warn citizens about the reconciliation of meter readings. Therefore, when the inspectors arrive, instead of the triggered protection, you can install a complete duplicate of it, ordered on the Internet, with the same identification number.

In order to minimize such risks, the electricity supplier needs to install seals of non-standard design. They may contain a company logo, original color design and other security features.

It is quite difficult to counterfeit such exclusive copies, and if the substitution is detected, the consumer may face serious problems. If the activation of anti-magnetic protection can be explained by negligence (but you still have to pay a fine), then replacing the installed seal will most likely be classified as fraud.

Video with answers to questions: How to properly apply a seal to an electric meter? How does the magnetic field indicator work:

To protect the electric meter from the effects of a magnetic field, resource supply organizations have the right to use anti-magnetic seals. Guaranteed detection of cases of theft is possible only if the installation procedure is followed and the original stickers are used.

Many people may have noticed that on gas, electric or water meters there is a small circle wound with smooth wire. The main thing is that the majority are not at all interested in its purpose. In fact, this is the protection of a computing device, due to which the absence of its opening and damage is recorded.

Today, companies that produce meters are increasingly improving such products to ensure their maximum protection against hacking or the possibility of changing the original readings.

The purpose of all seals in public utilities is to protect metering devices from tampering.

But still, many craftsmen are trying to bypass the most complex protection mechanisms used by manufacturers. For this purpose, completely new systems have been invented that do not allow the use of magnets to stop the counter.

Magnetic tape protects the meter from various types of interference

Antimagnetic seal-sticker is used to protect devices:

After the appearance of these means of protection, a lot of discussions arose among homeowners about whether this mechanism could be somehow circumvented. After all, if the protection is damaged, this will entail liability for illegally opening the meter.

An antimagnetic seal is a sticker made of special sealing tape and equipped with a sealed capsule. Inside it is a magnetically stable suspension that contains microscopic particles that are sensitive to magnetic fields.

When its initial state changes, the suspension spreads inside the capsule, and a notification occurs about the impact of the magnet on the device.

The indicator seal is mounted by gluing directly onto the body of the controlled metering device. In its normal state, the protective indicator element has a special uniform consistency, which is shaped like a black dot with a cross-section of 2 mm.

Anti-magnetic sticker is needed to protect the device

With a short-term influence of a magnet:

It is important to know that all antimagnets are numbered in a special individual order. If you try to remove them from the device body, then such manipulation will lead to the destruction of the original record and the appearance of a corresponding one.

All such elements are installed in the presence of the homeowner in accordance with the sample meter sealing act. At the same time, the consumer must be notified that if the protection system is triggered, additional charges for utilities will be made.

There are many rumors that it is very easy to deceive magnetic tape. Actually this is not true.

The most complex indicator in such a mechanism is considered to be an indicator in the capsule in the form of a black dot.

When inspected by utility representatives, if the decal is damaged, the homeowner will be held liable. After drawing up the report, an administrative fine will be issued.

When a penalty is issued:

  • If an attempt is detected to peel off the anti-magnetic sticker itself;
  • When the counter is exposed to a magnetic field.

Enterprises that supply energy resources to consumers are trying in every possible way to protect themselves from fraudsters and possible theft of resources. Sometimes you still come across security elements that are of dubious quality, in which case there are ways to deceive and outwit the principle of operation of an antimagnetic seal.

As protection on antimagnets, rings with five-level protection, which are made of a ferromagnetic alloy, are used. It has the ability to weakly transmit a magnetic field.

The second layer in the protective rings acts as insulation, which is necessary for reliable operation.

Thanks to the third layer, the magnetic field is reflected, and the fourth layer is a specially wound copper wire on the previous one. The fifth layer is an insulating coating.

Ring diameter:

  • Internal - 15 mm;
  • External - 30 mm.

There are also rings available that are larger in size and may have slightly different materials. In this case, the magnet will be inserted inside the ring.

Installing such additional means further protects against possible damage to the film on the seal. Even if you bring a powerful magnet to the counter, such an effect will not have any effect on the capsule. This principle allows you to install a magnet without damaging the antimagnetic capsule from the meter.

Some craftsmen are of the opinion that the self-adhesive layer of the antimagnet can be removed by heating it with a hairdryer. In fact, nothing good will happen from such strong heating, but will only compromise the integrity of the protection.

A sharp drop in temperature and cold will also not have the desired effect, but will only lead to damage to the sticker.

The mechanical method is also very popular; in fact, it does not work and cannot remove the filling. Some try to stop such a system by disassembling the entire counter.

You can peel off the protection yourself, but this may damage the seal.

If, however, as a result of various experiments the seal is damaged, then:

  • You can try to restore legality using a dummy, which today can be easily purchased on the Internet;
  • Order a duplicate of the indicator sticker. Such devices look the same as the original.

It is very difficult to distinguish a duplicate filling from a real one, but its cost is corresponding. Each such order will be made individually.

There are several types of anti-magnetic seals that help effectively combat break-ins. They differ primarily in type and type of application.

The three most popular types are:

  • Anti-magnetic seal for the electric meter, which has a special adhesive composition and can change its color;
  • A seal on the water meter, which looks like a small rectangular strip;
  • The IMP 27 63 seal is considered the most popular among utilities for ensuring control over energy consumption.

Many companies try to apply all security measures that help prevent fraud on the part of careless consumers. Sometimes property owners themselves turn to specialists with a request to replace equipment and install new seals.

It is important to understand that activities aimed at breaking seals are illegal. To combat violators, several laws have been adopted in the Russian Federation that are aimed against the use of dummies or other damage to seals.

If the fact of hacking is detected, then a fine must be issued. The minimum amount is 1000 rubles, the maximum is 5000 rubles.

If you have an anti-magnetic seal placed on your meter, it is better not to try to open it. This is due to the fact that such devices have a high level of protection. Today, the use of antimagnetic seals is popular in both Russia and Ukraine due to their high efficiency.

Increasingly, management companies are trying to protect water or electricity meters. Initially, when it was considered impossible to stop such devices using a magnetic field, they were sealed with ordinary seals with wire. However, a way to deceive was found. With the advent of neodymium magnets, utility workers have increased their worries. It was then that anti-magnetic seals or stickers appeared. What they are and whether it is possible to deceive them - this will be discussed in today’s article.

Essentially, this is a sticker with a small transparent capsule, which, under the influence of a magnetic field, is destroyed, changing color. At the same time, the same effect is produced by a change in temperature - heating with a hairdryer or strong cooling. It is also impossible to peel it off - this will be immediately noticeable.

Many “craftsmen” on the Internet say that you can cope with such protection. This may be true, but only if the filling is of an old type. Today we will definitely look at all possible options for how to do this, and try to figure out whether this is really possible.

This is interesting: How gas meters are changed: paid or free 2021

The appearance of such self-adhesive strips may vary

Important! Before you try to bypass such protection, you should think several times: is there really a need to take such a risk. After all, if the inspector reveals such a fact, the owner of the apartment will have to pay for replacing the seal, and the bill for water consumption will increase significantly.

Stories about how easy it is to bypass such protection are mostly stories that, if verified, will lead to increased amounts in water bills, but they are worth considering in detail. Often those who write about this have absolutely no information about self-adhesive plates. Let's try to dispel some of these myths.

    Heating the sticker with a hair dryer or freezing it. If we consider old-style fillings, then this method is quite realistic. With some care and luck it will work. But do not forget that this only applies to stickers produced 5-6 years ago. This means that there are practically none left. Antimagnetic seals produced later are protected from such effects: heating will destroy the indicator, as well as strong cooling.

You can purchase such a seal yourself, but the individual number will no longer match

Helpful information! You shouldn’t even think about purchasing a slow motion meter. In addition to the high cost (about 8,000 rubles), inspectors have long been aware of such tricks. Such a metering device will stand for 3-4 days until the first inspection and sealing.

  1. Another method described on the Internet is a ferromagnetic ring, which can be removed from any unnecessary electronic control unit, for example, from a compact fluorescent lamp. However, this method does not always work on new stickers. In addition, if the wrong actions are performed, the capsule will collapse.

Most often, in such cases, management companies are understanding. But it should be noted that if this happens, certain steps should be taken. It is imperative to notify the Criminal Code without waiting for an inspection. This can be done by phone, online on the official website or in person by submitting a written application. In this case, replacement of the self-adhesive plate will be carried out at the expense of the management company. But you need to remember that if a homeowners’ association is organized, then the agreement may contain a clause under which payment is made at the owner’s expense.

You should not think that you can periodically tear off the strips, apply a magnet, and then contact the Criminal Code with an application for replacement. After 2-3 attempts, it will become clear that such cases are not involuntary. At the same time, no one canceled the common house metering devices, the overexpenditure of which will have to be paid.

Important! Modern seals can become unusable during welding work. This also should not be overlooked.

There are also legal ways to reduce water bills that few people think about. The main one is, of course, refusing the pleasure of soaking in the bathroom, limiting yourself to taking a shower. You can also save on washing dishes by opening the tap much weaker. Things should not be machine washed too often. It's better to wait until there's enough laundry to fill a full load.

Such fillings can also be anti-magnetic

Another effective and simple way is not to press the flush tank button all the way, and do not wait until the water pours out of it completely. Sometimes half or even a quarter is enough. Alternatively, you can reduce the water level in the tank.

By following these simple rules, the user will immediately notice a decrease in consumption, and quite a significant one at that.

This is not prohibited. Here everything will depend on the wishes of the management company, which is obliged to install them at its own expense. However, this happens much less often than the use of protective plates to control water flow. This is because electricity meters are often installed on staircases and the controller can check them at any time. But with water meters it’s a little more complicated: to monitor their condition, the employee needs access to the home.

Self-adhesive anti-magnetic seals are also applicable for electric meters

If the management company decides to install anti-magnetic seals, it usually starts saving on the stickers themselves. As a result, ordinary red stripes appear on the counters, which have nothing to do with real protection. Authenticity is not difficult to determine. Original products have an individual number, a capsule with an indicator, and a complex watermark. If a monochromatic red stripe is pasted onto the meter, even with numbers, then 90% of it is a meaningless piece of paper that is completely useless.

Magnetic seals must meet all security requirements. Otherwise they are useless

There is no doubt that an anti-magnetic seal is useful (provided that it is installed in all apartments without exception). After all, management companies are trying to recover overexpenditures on the common building meter, dividing it among all apartments. This is where such protection will come in handy. Having seen the difference between the amount of consumption of apartment appliances and the general house meter, the inspector will easily identify the culprit, from whom the entire amount will be collected. Of course, Russian craftsmen will probably figure out how to bypass such protection, but utility companies will most likely not be in debt. This confrontation can be called eternal.

How does a filling work?

The antimagnetic seal on the water meter looks like adhesive tape, which is applied to durable tape. Outside is a waterproof small capsule, inside is an indicator. It is he who instantly reacts to the magnetic field.

The operating principle of an antimagnetic seal is simple. When a magnetic field acts on the water meter, the capsule inside the sticker begins to deform. At the same time, the indicator changes color. In the same way, the capsule reacts to heat and strong cooling.

It is also impossible to peel off the anti-magnetic tape without it being noticeable. Its operating principle is such that the very first verification of the device will reveal a violation of integrity.

If the inspector finds signs of deliberate tampering with the glued tape, he makes a corresponding note in the verification log. In this case, the owner faces legal proceedings and administrative sanctions.

What does a filling look like and work?

An antimagnetic seal (sticker or indicator seal) is an adhesive-based tape, on the front side of which there is a sealed capsule with a magnetically sensitive filler. Under the influence of a magnetic field, an indicator is triggered - the color or shape of the capsule changes.

Anti-magnetic seal: 1 – indicator, 2 – information, 3 – tear-off coupon with serial number, 4 – resistance to tear-off, 5 – logo, 6 – serial number

In total, 5 types of indicator seals are produced:

  1. Anti-vandal No. 1 has a capsule with a magnetically sensitive suspension. When a reaction exceeds 100 mT, the particles greatly increase in size and fill the entire capsule. The color lasts forever.

  1. Anti-vandal No. 2 - the operating principle is similar, but instead of a round capsule there is a rectangular indicator.

  1. Antimagnetic No. 3 consists of 3 sectors - dark in the middle and light at the edges. When exposed to a magnetic field with an induction of more than 100 mT, all sectors darken.

  1. Antimagnetic No. 4 - has 5 sectors of green and black, which, upon intervention, all merge into black. The greater the induction power, the richer the color of the sticker.

  1. Indicator No. 5 – a capsule is applied to the sticker, which instantly changes the formula even with short-term exposure to a magnetic field. The sticker also has anti-tear protection “OPENED”.

Depending on the variety, the result of the impact of the magnetic field may be as follows:

  • filler particles increase in size and the capsule bursts, coloring the indicator in a contrasting color;
  • the initially transparent or colored capsule becomes monochromatic;
  • an opening message appears when you try to remove it, etc.

Types of Magnetic Stickers

There are five types of magnetic seals for a water meter:

  • Anti-vandal. Has a capsule containing a chemical that is sensitive to a magnet. When the water meter is exposed to more than 100 mT, the particles inside begin to increase in size and fill the entire space inside. In this case, the color of the substance remains forever;

  • Anti-vandal-2. It works exactly the same as the previous option. The only difference in appearance is that there is a rectangular indicator inside instead of a round one;
  • Anti-magnetic stickers. They are a strip of dark middle and light colors along the edges. When exposed to a magnet of 100 mT or more, the entire strip becomes dark;

  • Antimagnetic stickers-2. Exactly the same tape as the previous one. The only difference is the colors. It has alternating black and green stripes. When exposed to magnetism, the entire surface is covered with a dark color. Moreover, if the induction force is large, the color becomes more saturated;

  • Sticker indicator. It already has a capsule with a substance that reacts sharply even to short-term magnetic influence. There is also tamper evident protection.

Manufacturers are constantly improving this technology. Therefore, it is possible that the number of types of antimagnetic fillings will increase.

Anti-magnetic seal on the electricity meter

Given such an impressive scale of theft, an innovation was developed in the form of an anti-magnetic seal, and subsequently a sticker attached to the body of the meter.

  • Operating principle of a water meter
  • The emergence of anti-magnetic fillings
  • Schemes of influence on magnetic protection
  • Using dummies
  • Antimagnetic tapes
  • Penalty for interfering with the indicator

The principle of operation of a water meter Household water metering devices consist of two chambers: one wet, the other dry. Prices for utility services have recently increased significantly. It is expensive to pay according to the average rates charged per registered tenant. In addition, the state obliged all consumers of water resources to install water meters for accounting. Every year the cost of a cubic meter of water increases. Services providing the population with energy resources do not sit still and they have developed more complex protection. What do the markings, numbers and text mean? An anti-magnetic seal is nothing more than a sticker based on a special sealing tape and equipped with a hermetic capsule containing a magnetically sensitive suspension. Microscopic particles contained in the suspension are sensitive to magnetic fields exceeding 100 mT. By changing their original state and spreading inside the capsule, they notify about the impact of the magnet on the electricity consumption monitoring device. The indicator seal is mounted by gluing it to the body of the monitoring meter. In its normal state, the indicator element has a uniform consistency, shaped like a black dot with a cross-section of up to 2 mm.

Will it be possible to deceive her?

We always have craftsmen who can do anything, especially when it comes to saving money. On the Internet you can find many ways to bypass an anti-magnetic seal. But most often it is a lie. Currently there is no safe way to slow down an antimagnetic water meter.

Let's look at the most common myths about how to deceive antimagnetic tape.

  • Apply heat or cooling to the sticker. This method can work on devices that were installed 6 years ago. For modern IPUs that have an antimagnetic seal applied, this method is not suitable. Thermal exposure will instantly destroy the indicator;
  • If you try to peel off the tape, the message “opened” will appear on it. And this is already illegal interference in the work of the IPU;
  • You can place the magnet at some distance. This will slow down the operation of the IPU. But it doesn't work either. An anti-magnetic seal will detect the effect of a magnet at a distance of up to 10 cm, and further placing the magnet is simply pointless;
  • Buy a new one. But each sticker is individual and is entered into a database, and verification will reveal a fake.

From what distance does an antimagnetic seal work?

This question is often asked by people who want to bypass antimagnetic protection. Previously, it was actually possible to install a magnet at a distance of 5–6 cm. The counter wheel slowed down, but the seal remained intact. But since 2014, the sensitivity of the indicators has been increased. A modern seal works already at a distance of 10 cm. There is no point in placing a magnet at such a distance. It will not have any effect on the measuring device.

The seal has broken: what to do?

It must be remembered that, according to current legislation, each homeowner is independently responsible for the safety of the IPU, its maintenance and performance.

Therefore, as soon as it has been established that the integrity of the antimagnetic tape on the water meter has been compromised, you must immediately call the company that sealed the water meter. A statement is written indicating the cause of the breakdown (due to the installation of a new faucet, a child accidentally damaged it, etc.).

This must be done as quickly as possible, because the amount of the fine will directly depend on the efficiency of the work on re-sealing the IPU.

The fine can be challenged in court, but only after a special examination has been carried out to determine the reason for the violation of the integrity of the anti-magnetic sticker. And this is time and money.

Penalty for failure to defend

There is no established fine for tearing off the anti-magnetic sticker. However, in this case, an increasing factor of 10 is applied, and recalculation is made according to the established water consumption standard. This is reflected in Article 62 of the Administrative Code “Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings.”

Recalculation methods in case of protection failure:

  • The date of the last verification is set. The number of days between the date of the last water meter check and the date of arrival of inspectors who discovered a violation of the integrity of the sticker is calculated. Recalculation is made based on the number of registered people and the norm. Next, the amount is multiplied by a multiplying factor of 10;
  • If it is not possible to restore the date, recalculation is carried out for the last 3 years. The calculation takes into account the number of people living, the local water tariff, and the total value is multiplied by 10.

Thus, in both cases the overpayment will be significant. Therefore, you should think several times before violating the integrity of the anti-magnetic sticker.

The case takes a different turn if the fact of a deliberate violation of integrity has been established. In this case, penalties may be as follows.

  • According to the Code of Administrative Offenses of the Russian Federation, Article 19.2 “Intentional damage or disruption of a seal or seal” provides for administrative punishment and a fine in the amount of 300 to 500 rubles;
  • If a mercenary fact of violation has been established, then according to the Code of Administrative Offenses of the Russian Federation, Article 7.27, the action is assessed as petty theft. The punishment will be a fine of five times the amount stolen, administrative arrest, or correctional labor;
  • Things can get really bad if the owner is charged with Article 165 of the Criminal Code of the Russian Federation “Causing property damage by deception or abuse of trust.” This article provides for a fine of several hundred thousand rubles, correctional labor, and, in extreme cases, imprisonment.

It must be said that cases of administrative measures or imprisonment are quite rare. Most often, a recalculation is made with an increased coefficient, based on the number of people living and the tariff.

Anti-magnetic seal: is its installation legal?

3. Decree of the Government of the Russian Federation of May 6, 2011. N 354 “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings” states that representatives of utility services have the right to install anti-magnetic seals if they deem it necessary.

2. Federal Law “On Water Supply and Sanitation” No. 416-FZ of December 7, 2011 does not prohibit hot and cold water suppliers from installing seals on water meters

in the volume and type that are required to carry out accounting and control of water consumed by the population, as well as to identify facts of concealment of such consumption.

Life hacks: how to pay less for water without breaking the law

Few owners think about the fact that there are absolutely legal ways to save water. They will allow you to significantly save on water bills. Let's highlight several of these methods.

  • Taking a bath increases water consumption. The average volume is 595 liters of water. It is better to limit yourself to this pleasure and take a shower;
  • When washing dishes, do not open both taps all the way. A half-open tap is also suitable for this;
  • Buy a dishwasher. True, this option has a long payback period. However, most modern dishwashers consume much less water than if washed by hand. You will also save time and effort on washing dishes;
  • Start the washing machine only after such a quantity of clothes has accumulated that it is completely filled;
  • Do not press the toilet flush button all the way. In most cases, half the contents are enough to wash off. You can also forcibly reduce the amount of water in the tank.
  • If you follow these simple rules together, water meters will not increase readings so actively. The water bill in the first month will come with a lower amount than before.

Purpose of anti-magnetic sticker

Prices for water supply services are constantly rising and enterprising citizens are looking for all sorts of loopholes to reduce the financial burden of utility costs.

To combat violators, anti-magnetic seals have been developed.

A simple device solves a number of problems:

  • increases the efficiency of water meters;
  • allows regulatory authorities to establish the fact of interference in the working process of the meter, namely, the use of a magnet;
  • minimizes the possibility of using water outside of the metering device.

Water suppliers are universally installing anti-magnetic indicators on meters - making it much easier to track offenders.

Purpose of anti-magnetic stickers

Enterprising consumers of utility services tend to try to find any loopholes to reduce the financial burden of utility costs. This becomes especially relevant when prices for services increase.

Anti-magnetic seals on meters were invented to combat potential violators.

These devices solve a number of problems at once:

  • water meters work more efficiently;
  • it is possible for controllers to identify cases of interference in the functioning of reading devices using magnetic media;
  • the likelihood of unaccounted for water use is virtually eliminated.

With the widespread use of such indicators, the process of tracking offenders has become significantly easier.

The structure and principle of operation of the seal

The anti-magnetic sticker is very simple. In fact, this is an ordinary sticker on durable sealing tape, with a sealed mini-capsule located on the outside. There is a magnetically sensitive indicator inside.

All magnetic seals for installation on a water meter are produced in numbered batches. Each sticker has a unique serial number - it is taken into account in the database of the recipient and the manufacturer.

The standard package of seals includes a document containing the required information:

  • serial number, date of issue;
  • name, contact details of the manufacturer;
  • rules for using the device.

In the standard version, the indicator is represented by a flask with a point indicator.

With short-term exposure to a magnetic field, the clarity of the image is distorted - the black dot blurs, lines and inscriptions shift. On some devices, a message appears indicating that the indicator has been opened; bright stickers may change color.

Manufacturers assure that antimagnetic modules are triggered when exposed to a magnetic field of 100 mT and a distance of no more than 3-5 cm. While checking the device, the inspector examines the sticker and makes entries in the log about any modifications to the indicator and the condition of the seal.

Arguments regarding the influence of fluctuations in geomagnetic fields and electrical appliances on the antimagnetic sticker are not accepted. The violator faces subsequent proceedings and fines.

How does an anti-magnetic filling work?

Before the introduction of anti-magnetic seals, many people tricked the meter by installing a magnet on it, which slowed down the speed of the disk. As a result, the readings were several times less than the actual amount of resources used. To stop attempts at theft, they came up with a simple device - a sticker with an ultra-sensitive indicator. It works like this:

Iron oxide particles move when exposed to a magnetic field. As soon as you bring a magnet to the counter, the image becomes distorted:

  • the black dot spreads;
  • the lines shift.

In addition, the sticker has additional slots that eliminate the possibility of peeling off. When you try to remove it, traces remain on the counter:

Some stickers are additionally protected from heat (change color). Having seen changes on the seal during the next reading of the meter, the utility worker draws up a corresponding report. Magnetic theft of water is a punishable crime.

Types of Magnetic Stickers

The entire range of antimagnetic devices can be classified according to several parameters:

  • scope of application;
  • color;
  • design features of execution.

According to their intended purpose, seals are available for water meters, gas metering controllers and electricity meters. The appearance and principle of operation of indicator devices for electrical networks and gas facilities are not much different from each other.

The type of design of the device is determined by the shape of the indicator and its reaction to the approach of a magnet.

The most popular solutions:

  1. Capsular filling . There is a small plastic cone with black powder on a special tape. Around the point is a ring made of components susceptible to the magnetic field. When you try to influence the counter, the areola darkens and merges with black powder.
  2. Metallized records . The role of the indicator is given to the drawing. A clear pattern is drawn with metal powder. Under the influence of a magnet, particles move - the picture is irrevocably distorted or completely disappears.

It is impossible to restore the design or original composition of the flask at home. Anti-magnetic stickers have multi-stage protection against consumer interference in the operation of meters.

Which is represented by the following elements:

  • the indicator itself is an element that responds to vibrations of magnetic waves;
  • external coating – a barrier from mechanical, water, thermal influences;
  • adhesive composition capable of changing the color of the sticker when it is removed from the meter.

Some fillings are equipped with a temperature indicator . Under the influence of critically low or high temperatures, a colored spot will appear on the plate.

Some enterprising consumers are trying to bypass magnetic tape by using a freeze and heat indicator.

Separation of magnetic stickers by type

The classification of the entire variety of antimagnetic devices is due to the following conditions:

  • scope of application;
  • indicator color;
  • design differences.

Depending on the area of application, antimagnetic seals are classified into electricity, water or gas meters. The differences between these indicators in appearance and in their operating pattern are not significant.

Structurally, the devices differ in the type of indicator and its reaction to interaction with a magnetic field.

Another option for the seal: the first one is intact, the second one is after an attempt to open it, the third one is after a magnet Source aceplomb82.ru

The most popular types of antimagnetic seals for water meters are:

  1. A capsule filling that looks like a small plastic box containing a black substance (powder). It is placed on a kind of tape (the powder is limited by a shell made of a material sensitive to magnetic fields, and when triggered, the areolas darken from mixing with the powder).
  2. A metallized plate, where the indicator is a pattern made with metal powder (exposure to magnetic waves leads to the movement of particles and irreversible distortion or complete destruction of the original pattern).

Restoring the image or integrity of the flask is practically impossible, because consumer intervention is limited by the presence of multi-stage protection, including the presence of:

  • an indicator element that reacts when the magnetic environment changes;
  • external barrier - a coating designed to prevent mechanical, water or thermal contact with the indicator;
  • an adhesive, which is a composition that can change the color of a sticker after it is forcibly peeled off.

There are also fillings equipped with thermal indicators that form color spots on the plate as a result of contact with extremely low or high temperatures. They were invented because sometimes inventive consumers freeze or heat them in an attempt to bypass magnetic tape security.

Installing a seal on a water meter

Attaching the anti-magnetic sticker itself is not difficult. Consumers of water resources have more questions regarding the need and legality of introducing such a device.

Legality of utility workers' actions

Mass installation of antimagnets began in 2011. There were active debates among the population - supporters of the stickers put forward their arguments, opponents talked about the illegality of the manipulations of public utilities. Lawyers and legislative authorities undertook to resolve the dilemma by declaring the actions of housing and communal services representatives lawful.

Utilities are guided by the following regulatory documents:

  1. No. 354/06.05.2011 Where it is said that utility services have the right to install anti-magnetic seals at their own discretion.
  2. / 07.12.2011 The document allows water suppliers to hot and cold water supply circuits to seal meters with any seals that will prevent illegal consumption.

These legislative acts indicate the legality of installing antimagnetic indicators. However, the homeowner has the right to prevent a service representative from entering his territory.

However, not all so simple. If access to a water meter is denied, utility companies have the right to file a lawsuit regarding the impossibility of checking the metering device. Referring to the documents indicated above, the court will oblige the owner of the house or apartment to open access to the meter for the controllers of the resource supplying organization.

In addition, in case of repeated refusal to check the measuring device, utility companies have the right to determine the volume of water consumed on a general basis - by the calculation method based on the number of residents.

Installing a seal on the meter

There is nothing visually complicated about attaching the antimagnetic sticker. Water consumers pay more attention to issues related to the necessity and legality of its installation.

Legality of installing stickers

Since 2011, utilities began to use antimagnets en masse. This immediately caused a lot of discussion among consumers about the legality and legality of such actions. However, according to lawyers and legislative authorities, representatives of housing and communal services act lawfully, in strict accordance with the following regulatory framework:

  • Resolution No. 354/05/06/2011, giving the right to public utilities to install anti-magnetic seals independently and at their own discretion.
  • Law No. 416-FZ/07.12.2011, allowing utility companies to seal reading devices on water supply circuits with any devices that prevent the possibility of illegal consumption.

The listed documents actually legitimize the antimagnetic water meter and the possibility of its installation. However, the homeowner retains the right not to allow service representatives to enter their home. But you need to understand that denial of access to the reading device may lead to legal proceedings initiated by utility companies. And the court, referring to the requirements of the above documents, will oblige the homeowner to allow the service provider’s regulatory authorities access to the meter.

In addition, after repeated refusals to check the meter, utility services have the right to transfer housing to payment on a general basis. Such charges are based on the number of residents and their monthly water allowances.

Specifics of gluing the filling

The sticker is applied exclusively by an employee of the utility service that provides the service (water utility). The following steps must be completed during the process:

  • The employee draws up a report describing the type and current condition of the seal, and also lists the responsibilities of the service consumer. The owner of the property is obliged to read the contents and sign it, confirming the fact of familiarization.

Operating parameters and features of use

To avoid trouble, the user must understand what the normal operating conditions of the device are and under what circumstances the indicator is guaranteed to work. There are no special rules for using anti-magnetic stickers. There are a number of conditions that are required for the safety of the indicator and the seal as a whole.

  1. The sticker can be used indoors and in open areas.
  2. The fillings are not afraid of temperature fluctuations, high humidity, or exposure to household chemicals.
  3. It is permissible to place household appliances, sources with radio interference, and mobile phones near the seals.
  4. The indicator retains its properties over a wide temperature range – from -40 °C to +60 °C.
  5. The triggering threshold under the influence of a magnet is 16 Am or the range of action is 0.02 Tesla. An active period of 1 second to 10 minutes is sufficient. A minor intrusion attempt will affect the indicator.

The seal is not afraid of falling from a height onto a hard surface. Impacts do not cause displacement of patterns or deformation of the point.

The specialist discusses all these points when signing the installation document. If the antimagnet is triggered, it will be difficult to prove your innocence. Excuses about leaks in the pipe, sudden cold weather or falling of the device will not work.

The only exception is welding work. In this case, the indicator can change color. Therefore, the control department must be notified in advance about the upcoming work - a written application is submitted to the water utility.

Is it possible to deceive a filling?

Along with the advent and implementation of anti-magnetic stickers, ways to bypass them also appeared. Craftsmen periodically boast about their “achievements.” It should be noted right away that the methods are very questionable and experimenting with fillings is risky - there is a chance of damaging the sticker.

Sanctions are calculated at ten times the amount of tariffs and current consumption standards - the cost of attempts to bypass is not justified by the savings obtained.

  1. Installation of the dummy . There are copies of seals on sale - fake products allow you to create the appearance of the presence of an antimagnet. However, the first scheduled inspection will reveal violations.
  2. Heating . Some people use a hairdryer to try to soften the adhesive and remove the filling. Theoretically, you can tear off the sticker, but marks will remain on the body. Some devices have built-in thermal control - the sticker changes color when you try to remove it.
  3. Cooling. Exposure to dry ice or liquid nitrogen will sometimes cause the liquid inside the mini flask to freeze. However, the method is not always effective - the slightest mistake leads to the indicator reacting to the magnet.
  4. Installation on polish . Treatment of the meter body with silicone or a composition for polishing car interiors. Installers know this trick and always degrease the surface.

Particularly enterprising people manage to place two magnets of equal strength on both sides of the meter.

However, balancing is difficult to cope with - one awkward movement will lead to failure and traces of interference will appear on the filling.
